Town Centre Transport Package (TCTP)
TCTP is a £17 million package of highways improvements and associated measures aimed at:
- reducing congestion and more effective road traffic management
- improving safety for all road users
- boosting regeneration
- improving image and attracting further inward and external investment
- improving air quality

Traffic management
- Much of the scheme comprises new carriageway which means offline working – one new bridge and one re-decking
- Existing carriageways are largely unaffected except when working at junctions
- Once sections of new carriageway is substantially in place traffic will be switched so that the existing carriageways can be reconstructed
- Some disruption due to restricted carriageway widths, traffic management at junctions and statutory undertakers’ works and road crossings
- General perception that the works are adding to or causing congestion
- Significant traffic management currently:
- Pleck Road / Queen Street - one way system
- Wolverhampton Road / Pleck Road
- Green Lane / Townend - one way system
- Arboretum junction - remodelling
Impacts on the public
Car parking
- Around 800 spaces free every day
- New 1000 space multi storey car park opening soon in Dudley Street/George Street
- Improved signage is helping motorists find parking spaces
- Leaflets distributed to assist further
- Car parking spaces lost - approximately 150
- Pleck Road car park and lorry park, Littleton Street East and Teddesley Street have all closed
- Some spaces have been lost from Day Street car park
- Council Car Parking Strategy to be considered at Cabinet later in the year
Public transport
- Other than junction work there is little disruption to public transport
- Additional bus lanes will be provided in Pleck Road and Wolverhampton Road and bus gates within the town centre
- Access to the town centre along the radial routes will improve once TCTP is complete and junction capacity is increased
- Cycling facilities are provided as part of the scheme with an off-carriageway cycle lane between The Manor Hospital and Teddesley Street
