From the September 2004 a national allowance scheme will be available, run by the Learning Skills Council, with payments made through a company called Capita.

Application forms will be available via schools and colleges.

The allowance will be means tested on household income and there will be three payment bands where household income is less than £30,000 of either £10, £20 or £30.

Termly bonuses of £100 will also be awarded where students' attendance and achievements have been satisfactory.
