Consultation on Walsall Council’s Highway Asset Management Plan


If you live, work, or simply pass through Walsall you will probably use the single most valuable asset to the community, which Walsall Council is responsible for - the highway network. Whether on foot, cycling, using public or personal transport we all need the highway network in order to get around.

The way it is maintained and managed has a direct impact on the borough’s residents, businesses and visitors. We all depend upon a reliable service from our road network in order to sustain our economic and transportation needs, it is vitally important to have a network that is in good condition if we are to reflect the buoyant economy that exists in Walsall.

Walsall’s Highway Asset Management Plan (HAMP) will provide an integrated framework through which we will deliver highways maintenance across the borough’s road network in a way that optimises resources for the management of the highway infrastructure.

The primary function of the Highway Asset Management Plan is to maximise value for money for road users and residents while carrying out the council’s duties as the Highway Authority, in line with the progressive introduction of Whole Government Accounts (WGA).

Walsall’s Highway Asset Management Plan has strong links with the council’s corporate goals, objectives, policies and pledges; and provides the foundation for delivering a well-maintained and managed highway infrastructure.  The Plan signals the beginning of a new approach to maintaining the council’s road network, it sets out the management arrangements required to ensure levels of service are optimised in a way that ensures the highway asset is managed, wherever practical, to meet the expectations of highway users.

We hope you will take this opportunity to participate in this consultation exercise for Walsall’s draft Highway Asset Management Plan and provide us with your feedback so that we can prepare the final document for formal publication.

To reduce the environmental impact of this consultation exercise, only a limited number of printed copies of the Plan have been produced.  These will be made available upon request and will be distributed on a first-come first-served basis.

Closing date

Closing date for comments and representations is 3 October 2008.  All comments and representations received will be reviewed and the final Highway Asset Management Plan will then be completed and formally published.
