LINks - Walsall's approach
Walsall Council is keen to fulfill its responsibilities to promote and support the LINks to develop. The council made a range of briefings and reports inclusive to key stakeholders to agree a way forward to support the LINks development.
Following the briefings and reports, it was agreed with key partners to manage the LINks development as a project, adopting project management methodology.
Project Management
A multi-agency project group has been set up with the Executive Director of Social Care and Inclusion as project champion and the Head of Procurement as project manager.
The project group met in September and set up a series of smaller groups to look at specific issues, such as communication, engagement and the procurement of the host organisation.
Procurement of Host Organisation
The council is seeking expressions of interest in organisations which are well versed in community development, networking, and market research for care services and have links to a wide range of organisations and communities.
Those organisations expressing an interest and considered capable, in the opinion of the council, of fulfilling the contract will be invited to tender, and a full specification will be provided to prospective tenderers at this stage. Tenders will be evaluated against a range of criteria, not just price, to ensure that the best provider overall is selected.

| 4 December 2007 | Invitation and issue of tender documents to successful PQQ participants |
| 28 January 2008 | Tender close |
| 19 March 2008 | Contract award by Cabinet |
| 1 April 2008 | Contract commencement |
