Project description
Ten transformational projects have been identified by the Strategic Regeneration Framework (SRF) which are expected to become exemplars for regeneration. One of the transformational project areas is Moxley, which is also a priority in the Darlaston LNP Neighbourhood Plan.
The council and Walsall Housing Group (WHG), on behalf of the Moxley Project Reference Group (PRG) commissioned consultants DTZ to produce a Regeneration Framework for Moxley to help co-ordinate the physical and environmental regeneration of the area for the next 10-15 years.
The PRG is a local community group made up of ward councillors and key community representatives who are helping to broaden the involvement of the wider community in the regeneration process.
The Regeneration Framework will include a plan which will highlight and review:
- development opportunities;
- the use of open space;
- leisure and community facilities;
- the scope for environmental improvements; and
- improvements to accessibility, within the Moxley Regeneration Area.
The boundary for the Regeneration Area was agreed by Moxley PRG on 8 March 2007.

Impact for local people
The Regeneration Framework is the first stage in the regeneration of Moxley. The production of the plan will allow local people to have their say on which areas of Moxley need to be regenerated and what Moxley should be like in the future.
Investment value
Estimated to be in the region of £94 million invested in the physical regeneration of the Moxley SRF area. £89 million of private sector investment in new housing and a further £5 million of investment into wider area improvement projects such as enhanced recreation provision, an improved local centre and attractive streetscaping.
Sustainable jobs created
Through employment schemes incorporating the training of local people, it is anticipated that the creation of jobs will provide the basis for long term employment of local people during the construction phases of development projects proposed for Moxley and also development opportunities identified within other SRF areas throughout the borough.
Construction jobs
Not known at this time, it is anticipated that development will encourage the use of local labour resources and provide training provision for local people.
Homes created
816 new homes created within the Moxley SRF area.
Commercial/office space
None proposed.
Timescales
The final Regeneration Framework document was approved by council cabinet in April 2008.
Environmental improvement works, focused on the area of the Burns Road/High Street junction, are currently being drawn up. A consultation workshop event will take place before the end of November 2008 where the environmental improvement proposals will be shown to local residents and businesses to gain valuable feedback. A final proposal will be drawn up based upon feedback from the consultation workshop, with physical works anticipated for completion before the end of March 2009.
