Walsall Council and Walsall Housing Group (WHG) appointed Entec UK Ltd, in September 2006, to develop a Regeneration Framework Strategy for approximately 630 acres known as the Goscote Lane Corridor. The recommendations of the Regeneration Framework Study have been formed following extensive consultation with partners and the local community during 2006 and 2007 which has been led  by a local Project Reference Group (PRG) made up of ward councillors and key community representatives.

Goscote Lane Corridor Vision

The Goscote Lane Corridor Vision is:

“A community where future generations will aspire to live, a vibrant and safe place with unique identity, permeated by green open spaces which link homes to the countryside and the rejuvenated canal network.”

This joint Regeneration Vision will be realised through a series of redevelopment and improvement projects. The specific regeneration objectives identified for the Goscote Lane Corridor Framework Strategy are to:

  • Address the long-term dysfunction of the housing market
  • Create a sustainable community by broadening tenure mix and improving neighbourhood management
  • Address the provision and access to open space
  • Identify opportunities to introduce appropriate Secure by Design principles throughout the area
  • Improve accessibility and the quality of the environment

Strategic

  • Walsall Borough Strategic Regeneration Framework (SRF) approved March 2006
  • Goscote Lane Corridor identified by council cabinet as one of first tranche of priority SRF projects in October 2006
  • The Goscote Lane Corridor is within the Black Country and Telford Housing Market Renewal Area – identifies the need to bring tenure diversification into areas of monolithic social housing tenure

Project

  • Regeneration Framework Study approved by PRG in January 2006 and consultation events in February 2006
  • Regeneration Framework Study approved by council cabinet in September 2007

Phased Regeneration Strategy timescales

Short/medium term projects starting in 2008 and 2009 include:

  • First phase of Goscote Estate redevelopment, focusing on the council and WHG buying private properties, supported transfer of WHG tenants to other parts of the area and borough and demolition of existing properties and site clearance.
  • Developing small ‘infill/gap’ sites, including Dee Road and Thames Road to deliver approximately 40 dwellings.
  • Blakenall Housing Renewal area sites to deliver approx 220 dwellings.
  • A programme of area wide environmental works and enhancements including Small Shops Project, Living Streets Project and highway improvements.
  • Development of the Dementia Care Unit and Palliative Care Centre on the Goscote Hospital site.

Long term projects starting from 2011 include:

  • Poets Estate Housing Renewal area sites to provide approx 250 dwellings.
  • Goscote Works undergoing site remediation for redevelopment, including IMI Copper Refinery site.
  • Further phases of the Goscote Hospital site, including the development of the Palliative Care Centre.
  • Potential opportunity for new additional housing on land that is currently protected and can only be released after due process, which is not proposed at present.
  • Slacky Lane and Dolphin Close development, including a site for residential use and a site allocated within the Unitary Development Plan for employment use.
  • The latter phases of Goscote Estate redevelopment involving the development of a major new housing scheme.

  • Former Dolphin PH site
    • A revised planning application was submitted in June 2009 for the private redevelopment of the corner site of Slacky Lane, comprising of an L-shape block of 26 apartments (2 and 3 bedrooms).
    • The planning application was approved at Development Control Committee on 10 September 2009.
    • Redevelopment of the site is scheduled to commence in February / March 2010.

Impact for local people

The benefits for Goscote Lane Corridor citizens by successful delivery of the Regeneration Framework Study will include:

  • a significantly wider housing choice (tenure and property type)
  • a net increase of over 900 dwellings within the local area
  • a higher quality local environment
  • improved community facilities for the area including significantly improved areas of open space.

Investment value

The total redevelopment project is anticipated to cost in excess of £200 million, met through partnership work by Walsall Council and Walsall Housing Group, key stakeholders (including Homes and Communities Agency (HCA)) and from the private sector.

Consultation

Detailed consultation on the Regeneration Framework Study took place in 2006 and early 2007 prior to approval by cabinet of the final adopted study in September 2007.

The PRG meets on a bi-monthly basis to discuss and consider progress on the various parts of the Goscote Lane Corridor Study. Reports are also presented to the Blakenall LNP meetings.
