How to apply for a stall and the council's offer system

When a stall becomes available, the council invites prospective stallholders, who have indicated on an application form a wish to sell the appropriate line of goods on the market on that day, to make an offer for the stall. The "invitation to offer" letter sent by the council includes details of the stall under offer and the basic charge for the stall. The prospective stallholder is required to submit a competitive offer greater than the basic charge for the stall. Generally the highest offer for the stall will be accepted, although the council reserves the right to accept an alternative offer in appropriate circumstances.

A simplified system is explained below:

  1. prospective stallholder completes a waiting list application form
  2. details entered in the market database
  3. stall becomes vacant and prospective stallholders are sent an "invitation to offer" letter
  4. offers are received and the successful applicant is issued with a licence.
