Temporary event notices
The temporary event notice (TEN) is a new 'light touch' way of regulating 'one-off' events. They will be particularly useful for community groups and charitable organisations.
They can be used in two ways:
- to organise a small 'one-off' event, at any premises (where the premises is not already licensed) or
- to cover a small-scale event at a premises (which already has a premises licence or a club premises certificate), either to extend the hours already permitted, or to cater for extra activities (not included in the existing premises licence or club premises certificate).
So, for example, a TEN would cover a disco in an unlicensed hall, function room, or any premises (including places in the open air), and would cover the sale of alcohol and any other activities selected by the premises user, or
Where, for example, a qualifying club would like to stage an event where members of the public can attend and benefit from the facilities; then, if a TEN is given, the public would be able to be admitted to the club premises on this occasion.
There are, however, strict limitations which apply:
- there may not be more than 499 people attending the event at any one time (including performers and staff)
- the event may not last any longer than 96 hours
- there may only be 12 such events per year at any one premises
- the total number of days (aggregate maximum period of time), per year covered by TENs at any one premises, is 15 days, irrespective of the number of events
- there must be a minimum of 24 hours between each event
- the 'premises user' may give 50 TENs in any one year if s/he holds a personal licence, and 5 in any one year if s/he doesn't hold a personal licence.
You must give the licensing authority and the police for the area where the event is to take place, at least ten working days notice of your event. It is, however, recommended that you give your notice two to three months before the event.
You muct send two copies of this notice to the licensing authority and an additional cop must be sent to the police for the area in which the premises is siuated.
The following details should be in your notice:
- the licensable activities
- the period during which it is proposed to use the premises for licensable activities (not exceeding 96 hours)
- the times during the event period that the premises user proposes that the licensable activities shall take place
- the maximum number it is proposed should be allowed on the premises at the same time (less than 500)
- where it is proposed that alcohol will be supplied, whether the supplies are proposed to be for consumption on or off the premises or both, and
- any other matters that may be prescribed by the Secretary of State.
