Tenders Online Procurement System (TOPS)
A key area of development will be electronic procurement and tendering. It is the council’s aim to streamline its procedures to ensure that both the Council and its partners can take advantage of the benefits of electronic transactions.
One initiative is the setting up of a pilot electronic tendering system to provide a means for businesses to trade more easily with the Council. TOPS allows tenderers to download documents and supporting information and then submit a bid electronically via the Internet. The system stores and encrypts submissions to ensure confidentiality; neither officers nor other bidders have access, until the tenders are opened on the due day.
